Expand mobile Load LPN transaction to honor load related facility parameters
In 26D, WMS honours load close validation in Mobile Load OBLPN transaction. When the facility parameter ASSIGN_NEWLOAD_AT_CLOSE is set to No , users cannot close a load from Mobile if assigned OBLPNs are not loaded.
